1989 වසරේ සිට ශ්‍රී ලංකාව තුළ මහා මැතිවරණ පැවැත්වුණේ සමානුපාතික ඡන්ද ක්‍රමය යටතේ යි. එලෙස පැවැත්වුණු මැතිවරණවල දී කොළඹ දිස්ත්‍රික්කය ජයග්‍රහණය කිරීම සඳහා නිරන්තරයෙන්ම ප්‍රධාන පක්ෂ දෙක අතර තියුණු සටනක් පැවතුණා. නමුත්, එහි දී ශ්‍රී ලංකා නිදහස් පක්ෂය ප්‍රමුඛ පිල අබිබවා ගිය එක්සත් ජාතික පක්ෂය ප්‍රමුඛ පිල සමානුපාතික ඡන්ද ක්‍රමය යටතේ පැවති මහා මැතිවරණ හතෙන් 5ක දී කොළඹ දිස්ත්‍රික්කය ජයග්‍රහණය කළා.
